About Premiere Urgence Aide Medicale international (PU-AMI)
Première Urgence - Aide Médicale international is a
Non-Governmental Organization, non-profit, apolitical and non-religious. Its
entire staff is mobilized daily to cover the basic needs of civilian victims
endangered, marginalized or excluded by the effects of natural disasters, wars
and situations of economic collapse. PU-AMI is based in 21 countries in Africa,
Asia, the Middle East, the Caucasus and the Caribbean, and operates in the
areas of food security, health, nutrition, rehabilitation of infrastructure,
water and sanitation and economic recovery. In Afghanistan since 1979, PU-AMI
has a long history in supporting vulnerable population, mostly with health
interventions. Through an integrated approach, PU-AMI is currently providing
quality health, nutrition, PSS and WASH services as well ERM services to the
population of the Eastern Region, implementing ECHO, AHF and OFDA funded
projects.

policy that may be adopted by PU-AMI Afghanistan.

Responsibilities and particular assignments
General Responsibilities:
The Radio Operator/Security Focal Point is responsible for
overviewing the implementation, respect and application of all security SOPs,
measures and rules, as per PU-AMIs guidelines.
Security and context follow up:
• He/She is a main focal point in case of incidents and is
responsible for reporting any security issue, directly to his line manager,
within the shortest delay.
• He/She ensures that all security equipment, including
communication, fire extinguishers, saferooms, vehicles, torches and guard’s Personal
Protective Equipment are functional and in perfect order and takes corrective
actions or reports anomalies to his direct supervisor, if not so.
• Closely follow-up on the security situation and local,
social dynamics, to identify potential threats and provide accurate analysis of
the security context, through i.e. access trackers and security reports.
• Keep close contact and good relationship with INSO’s
National Security Advisor and other security counterparts from other
organizations.
• Checking of roads and target areas of MHTs with INSO and
local sources, daily before departure.
• Following up and organizing movements of expats from/to
JAF.
• Attending security meetings, especially INSO roundtables.
• Mapping of security incidents and PU-AMI interventions and
locations, as required.
• Maintain good and positive relationships with the
neighbors and organizes meetings, when required.
• Advises the Field Coordinator on the review of security
measures in place, on a regular basis, adapting to the evolving security
context.
• Contributes to and updates PUI’s security documents such
as SOP’s, contingency plans, stakeholder analysis, base security plans among
others.
• Plans and organizes security drills in coordination with
the Field Coordinator.
• Advises program departments on choice of project
locations/sites in development stage.
Team Management:
• He/She trains the guards and driver and conducts weekly
meetings, to ensure strict adherence and understanding of security rules by his
team.
• He/She ensures good cohesion and a positive work
environment among the staff, in which people feel comfortable reporting issues
confidentially.
• He/She de-briefs drivers and staff when returning from
field assignments, to collect information on the security situation and
identify potential threats, if any.
• Involved in the selection process for rental drivers and
vehicles.
Movement Tracking and Reporting:
• Receiving office staff weekly movement requests and
consolidates them into the weekly movement plans, after discussing with the
programs team and investigating potential security concerns.
• Submits the weekly movement plans for validation to the
Field Co, highlighting locations considered unsafe for the staff to visit,
according to the current situation and proposed alternatives.
• Report all emergencies or security related situation
immediately to the Field Coordinator.
• Ensures that all movements in/out of the Jalalabad base
are authorized and registered in the movement registration sheet.
• Ensures movement follow up and keep close contact with all
PU-AMI vehicles, whenever outside of office, in the field or within the city.
• Prepares the Weekly Security Report and Access Tracking
Sheet.
• Fulfill any other related tasks that may be assigned by
the Supervisor.

• High school Minimum level of education/ Batcheler degree
preferred.
• Flexible, able to work out of office hours, when required.
• Positive attitude and team spirit.
• Ability and willingness to learn.
• Attention to details, good analytical skills and
discipline.
• Fluent in national language Pashto /Dari and excellent
knowledge of English.
• Good interpersonal and communication skills.
• Good reporting skills and ability to synthetize important
information effectively.
• Previous Experience as in security management is an
advantage.
