Summary:
The U.S. Mission in Kabul is seeking eligible and qualified
applicants for position of Photographer with the PAS Section.
The work schedule for this position is: Full-time 40
hours/week

Duties
The incumbent will assist in all aspects of video and
photography related activities for the Mission. Determines, based upon
departmental guidelines, the most effective presentation of Mission activities,
utilizing available multimedia equipment. Establishes and maintains an archive
of all Mission videos and photographs. The incumbent is responsible for day-
to-day photography work in the Mission.
QUALIFICATIONS REQUIRED:

Qualifications and Evaluations
Requirements:
EXPERIENCE:
Three years of verifiable experience in photography and
videography production work. One year experience using digital SLR cameras,
digital image acquisition software, and editing software is required.
JOB KNOWLEDGE:
Advanced knowledge of Department of State regulations,
procedures, and guidelines in relation to PAS media presentations. The
incumbent must have thorough knowledge of digital SLR camera systems; thorough
knowledge of media production guidelines; professional technical knowledge of
handling media equipment; and other audio/visual technical expertise.
Education Requirements:
Completion of High school is required.
Evaluations:
LANGUAGE: List both English and host country language(s)
proficiency requirements by level and specialization. 4/4 (fluent) Dari; at
least 3/3 in English.
This may be tested.
SKILLS AND ABILITIES: Personal standing and prestige among
colleagues and media personnel and ability to develop and maintain contacts
with counterparts in local media outlets. Possession of a drivers license;
ability to communicate complex regulations and procedures in detail; ability to
advise American officers on photography, video graphy, and multimedia
production; ability to plan, select, and release informational materials to the
public and news media. Sound intellectual, professional. and political judgment
and the ability to represent the interests of the United States to official
contacts. Creative ability and imagination in planning, researching, writing,
and producing informative materials and programs: ability to lift fifty (50)
pounds: ability to maintain and fully utilize all of the technological features
of media equipment.
Qualifications:
All applicants under consideration will be required to pass
medical and security certifications and complete a mandatory probationary
period for LE Staff.

Benefits:
Locally Employed Staff, including Members of Household

The pay plan is assigned at the time of the conditional
offer letter by the HR Office.

ADDITIONAL SELECTION CRITERIA:
1. The Mission may consider any of the following when
determining successful candidacy: nepotism, conflicts of interest, budget, and
residency status.
2. Current employees of the Mission who have not
successfully completed their initial probationary periods are not eligible to
apply. Current employees with an Overall Summary Rating of Needs Improvement or
Unsatisfactory or MBC score of 100 points or less, on their most recent
Employee Performance Report (EPR) are not eligible to apply.
3. Current employees of the Mission hired on a Family Member
Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to
apply within the first 90 calendar days of their employment. This does not
apply for employees on a PSA (Temp), or those are hired on a When Actually
Employed (WAE) or intermittent work schedule.
4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have
at least one year remaining on their sponsor’s tour of duty to be considered
eligible to apply for this position.
