BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This role is for two positions, one located in the Regional
Bureaux of Cairo (RBC) and the other one located in the Regional Bureaux of
Nairobi (RBN) where there is a broad span of control and/or an elevated degree
of the risk of fraud.
AFAC Specialists enhance existing efforts to counter fraud
and corruption; and complement the independent assurance activities performed
by the Inspector General and Ethics Office. They support the Regional Director
(RD) in fulfilling their fraud risk management responsibilities.
ACCOUNTABILITIES/RESPONSIBILITIES:
Serve as a centre of excellence for AFAC training and
control guidance;
Lead efforts to increase counter-fraud capacity in the first
and second lines of defense, in coordination with functional management, Office
of Inspector General and Ethics Office;
With regard to functional and operational rules, policies
and guidance, draw attention to functional, operational and senior management
when control gaps are observed, escalate issues as required, and coordinate
with functional and senior management to ensure that known issues are
addressed. In areas deemed high-priority/high risk, assess the effectiveness of
controls and recommend enhancements to ‘fraud proof’ normative guidance and
processes where feasible with available resources;
Analyse red flags of fraud, provide intelligence on emerging
fraud issues, and provide surge capacity on emerging frauds;
Develop and lead an AFAC communication/awareness strategy in
the Region. Assess information/training needs, and prepare and deliver
awareness and other AFAC-related training;
Lead and coordinate cross-functional fraud risk mitigation
initiatives;
Work with COs and functional areas to develop meaningful
metrics, reporting protocols and data specifications to ensure growth in the
maturity of AFAC monitoring. Strengthen standards and reporting processes for
fraud related risk information (including incidents, risk indicators, appetite
thresholds, reports/alerts, etc.) and establish a regular regional AFAC report;
Collect and monitor metrics with respect to the risk
appetite for AFAC and escalate;
Develop fraud risk scenarios with key functional areas,
conduct fraud risk assessments, and improve the focus of mitigation work;
Map key controls for high risk areas, benchmark, and share
best practices;
Build a fraud intelligence database and analytical
capability; build institutional learning from external fraud case studies;
Support 1st line of defense areas and functions with prima
facie fact finding and reviews of allegations and suspected areas of fraud and
corruption;
Work with sister UN Agencies to share information on fraud
risks/exposures and for vetting/due diligence purposes (e.g. for CPs/vendors,
etc.);
Other accountabilities, as required.
Frequent travel to WFP Field Operations is required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in a relevant subject
(Finance, Accounting, Business Administration, Law, or related field), or First
University degree in the same subject(s), with additional years of relevant
professional experience plus membership in an internationally recognized
professional accountancy body such as Association of Chartered Certified
Accountants, Institute of Certified Public Accountants or Certified Fraud
Examiner.
Experience: At least eight years of relevant progressively
responsible experience in audit, forensic accounting, business administration,
finance, oversight/compliance, risk management, investigation, or related
field, including fraud detection, prevention and/or investigation. Experience
with large international organizations desirable.
Knowledge and skills:
Ability to analyzer raw data and convert it into information
useful for decision-making by users.
Technical knowledge in fraud risk governance policies;
performing fraud risk assessments; designing and deploying fraud preventative
and detective control activities; and monitoring and evaluating the AFAC
function.
Excellent written and oral communication skills.
Understanding of United Nations rules, regulations, policies
and procedures desirable.
Languages: Fluency (level C) in English language.
Intermediate knowledge (level B) of a second official UN language: Arabic,
Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
Non-Rotational Nature
Mobility is and continues to be a core contractual
requirement in WFP. This position is however classified as “non-rotational”
which means the incumbent shall not be subject to the regular reassignment
process unless the position is reclassified as rotational.
Terms and Conditions
The selected candidate will be employed on a fixed-term
contract with a probationary period of one year. He/she will be required to
travel abroad sometime to remote and difficult locations.
