About INL/CSSP:
PAE is responsible for the INL/Corrections System Support
Program (INL/CSSP) that is funded by the US Department of State and is a
non-for-profit organization. INL/CSSP is helping Afghanistan improve its
Corrections system by providing technical assistance, advice and training to
Afghanistan Corrections system professionals.
Job Summary:
Supports and advises the Ministry of Justice Central Prison
Directorate (CPD) regarding policies, practices, and issues related to female
staff and prisoners. Works closely with CPD counterparts and with national and
international entities to improve the capacity building and training program
for women within the prisons of Afghanistan. Helps assess and analyze the CPD’s
needs regarding reform and support programs for female staff and prisoners.
Advises and mentors the CPD Executive Women’s Leadership Committee Chairperson
on developing acceptable working conditions for the female CPD staff in line
with Afghan laws, the constitution of Afghanistan, and human rights standards.
Mentors and advises the CPD on improving promotional opportunities for female
staff. Ensuring that all humanitarian aid is distributed accordingly.
Education and Certification Requirements:
Completion of a four (4) year degree from an accredited
university in a relevant field and/or three (3) years of experience in an
Afghan Rule of Law Program; Afghan Ministry; International Organization; or
Non-Government Organizations (NGO) as an administrator, supervisor, or project
advisor. Up to two-years’ experience can be substituted for candidates with a
relevant graduate level degree from an accredited university. Demonstrated
ability to present both verbally and in writing with clarity and precision to
senior level executives.

Demonstrate a working knowledge of Afghan criminal law and
procedures. Ability to develop and maintains effective relationships;
effectively works with difficult, hostile, or distressed people; is sensitive
to tribal and cultural diversity, race, gender, sexual orientation, and
individuals with disabilities. Must have excellent oral and written English,
Dari, and Pashtu communication skills, including the ability to produce clear,
logical, and concise reports. Skilled with Microsoft Office to include: Word,
Excel, Access, and PowerPoint.

Duties & Responsibilities:

Assists the CPD Executive Women’s Leadership Committee
Chairperson in researching and implementing programs and services in accordance
with human rights standards for female prisoners and detainees that will
improve their conditions inside the prisons and once released, assists
industries personnel concerning vocational opportunities and revenue-generating
initiatives for the female prison population. Monitors the CPD’s compliance
with Afghan laws and the constitution and the UN Standard Minimum rules for the
Treatment of Prisoners. Advises and mentors CPD managers on the
responsibilities of proper management, care, and services required for female
prisoners and detainees. Coordinates with the CPD, international entities, and
NGOs to improve capacity building and training for CPD female staff and
prisoners. Works directly with CSSP team members in capacity building and
training to ensure adequate focus on women’s needs. Ensures policies and
procedures address women’s, cultural, and legal issues and enhance the safety
and security of female staff, prisoners, and the general public. Performs other
related duties as assigned.
