About Citizen Charter/MRRD:
The Citizens’ Charter is a National Priority Program (NPP)
of the National Unity Government (NUG) that was officially launched on
September 25, 2016. The Citizens’ Charter is an inter-ministerial,
multi-sectorial NPP, where Ministries have collaborated to provide basic
services to rural communities. The key service delivery ministries involved
are: Ministry of Rural Rehabilitation and Development (MRRD), Independent
Directorate of Local Governance (IDLG), Ministry of Education (MoE), Ministry
of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock
(MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and
will be responsible for infrastructural development and strengthening CDCs and
Cluster CDCs. The Community Development Councils (CDCs) will be linked to
sub-national government to improve communication and coordination from the
community to the district, provincial and national levels - increasing
Government visibility and accountability. The Citizens’ Charter is an important
foundation for the Government’s reform agenda, contributing to a number of
priority areas including: Ensuring Citizens’ Development Rights; Building
Better Governance; Reforming Development Planning & Management and
Developing Partnerships. The Citizens’ Charter intends to improve service
delivery by ensuring minimum service standards, provide greater responsiveness
by the Government to the people and increase the level of public satisfaction
with services. The Charter commits to deliver the following core services
across the country over a 10 year period:
• Basic health services
• Basic education access
• Safe drinking water and sanitation
• Improved farming technologies and the delivery of
extension services
• Rural connectivity with tertiary roads
• Rural renewable energy
Job Description:
About EQRA?
EQRA aims to increase equitable access to primary and
secondary education, particularly for girls, in selected lagging provinces, and
to improve learning conditions in Afghanistan.’ The project introduces a shift
from monitoring only enrolment of students (which also include permanently
absent students) to focusing on bringing children into school and their
attendance. EQRA will: (a) focus on the 17 most lagging provinces in terms of
girls’ attendance in schools; This includes nine provinces chosen as those with
the highest numbers of out-of-school girls (Herat, Kabul, Nangarhar, Kandahar,
Helmand, Ghazni, Kunduz, Balkh, Faryab), and eight provinces with the highest
percentages of out-of-school girls (Urozgan, Zabul, Paktika, Wardak, Logar,
Badghis, Khost, and Nuristan). (b) direct the system toward tracking and
rewarding retention of students, especially girls, by tracking attendance of
students as opposed to enrolment (the difference between actual attendance and
enrolment is estimated between 30 percent and 35 percent); and (c) focus on
strengthening the governance of general education to improve the service
delivery transparently and strengthen accountability, an area which was not
supported systematically under the previous operations.
Schools construction through Citizens’ Charter:
Based on the decision of H.E. President Ghani on March 14th,
2018 the mandate for constructing rural schools with 6 to 12 classrooms under
EQRA has been given to the Ministry of Rural Rehabilitation and Development
(MRRD), to be implemented through Community Development Councils (CDCs) and
Cluster Community Development Councils (CCDCs). EQRA, which is a US$ 298
million program jointly funded by the International Development Association
(IDA), the Afghanistan Reconstruction Trust Fund (ARTF) [and the Global
Partnership for Education (GPE)] will
support the construction of 1,946 schools (1,208 girls’ and mixed schools and
738 boys schools) and provision of missing essential elements such as missing
classrooms, boundary walls, water points, and latrines of a school building, as
needed for additional 700 schools that have a building but lack these elements
in the 17 selected provinces.
Job Summary:
The Building Design Engineer will be part of the Engineering
Division of CCNPP, Under the supervision of Unit Head of Schools’ Buildings and
head of Engineering Division; he / she will cooperate and work with Schools’
Building Unit Team and cooperating with other engineering sectors in the
designing of structures, especially horizontal and vertical structures.
Job
Responsibilities:
A- Schools’
Buildings
· Structural
designing of different kinds of Schools’ Buildings like RCC, Stone Masonry, and
Mud Wall.
· Do
structural design of different components of schools’ buildings like boundary
wall, Wooden and Iron Truss.
· Prepare and
provide different types of foundations design calculation based on conducted
technical survey and geotechnical information of the selected site.
· Prepare and
provide detailed structural designed calculations reports.
· Do
structural design calculations of schools’ buildings as per earthquake zones of
Afghanistan
· Provide and
prepare calculation report of imposing and applied loads of earthquake, wind
load and snow load on School’ Building analysis and design.
· Do
estimation of buildings and another project.
· Close
coordination with the architectural engineer to provide standard maps of
schools’ buildings.
· Review and
check structural design calculations, designed drawings, estimations and
costing of schools’ buildings proposals which are prepared by Field Engineers.
· Provide
detailed design guidelines for steel and wooden structures including trusses.
· Provide and
conduct Engineering Software’s (SAP, ETABS, SAVE, Excel, Auto CAD) training for
field engineers.
· provide a
detailed estimation of designed projects and estimation of other projects or
building’s components.
· provide
geotechnical guidelines for building foundation type selection and design.
· provide
different types building foundation (Rectangular, Square, circular, strip,
combined and raft) training for field engineers to find the ability that which
type of foundations considering geotechnical information and the economic issue
is proper and stables.
· provide
schools’ buildings implementation technical guidelines in English and both
national languages.
· Assist field
engineers to design and construct building subproject based on cheaper
availability of local construction material.
· Review and
check Schools’ buildings subprojects proposals including related site survey,
architectural and structural design parts, drawings, estimation, and BoQ.
B- General
Responsibilities:
· Prepare and
provide of others required and necessary structural design of others structures
· Cooperate
and coordinate MoE’s technical team to prepare structural design and approval
process.
· Prove
required and necessary technical presentations of schools’ buildings to
Engineering Division, CCNPP’ Senior Management, MRRD’s leadership, World Bank
and Ministry of Education.
· provide
technical advice to field engineers.
· Assist the
contract management section and field engineers to monitor contractor work.
· Review and
check designed subprojects proposals and other technical guidelines.
· Participate
in stakeholders’ meetings related to school’s construction issues.
· Conduct
technical missions to the field for solving technical problems and capacity
building of field engineers.
· Solve
technical problems of field engineers at field and office level.
· Ensure that
all schools projects are completed to the highest standards, based on initial
survey data provided by the SBU team or by field engineers.
· provide
technical advice and assist field engineers and community members to ensure that
economic and quality materials are purchased.
· Review the
existing practice of local contractors and the conventional methodology of
schools’ building; make recommendations that will increase the quality and
safety of subproject.
· Review and
check designed subprojects proposals and other technical guidelines.
· Manage
subprojects bidding process.
· Participate
stakeholders’ meetings related to school’s construction issues.
· Provide
social-economic analysis of the respective Buildings designs based on local
materials.
· Any other
responsibility assigned by the Head of Engineering Division.
Job Requirements:
· Any/all
education documents without attestation of the ministry of higher education
will not be considered.
· Bachelors or
Master Degree in Civil Engineering.
· Minimum 5
years’ experience in civil engineering and minimum five years’ special
experience in the position of structural design engineers, especially in vertical
structures design like (buildings, water reservoirs, retaining and protection
structures). With national, international NGOs and construction companies.

experience in monitoring, supervision and in the structural design sector
· Have
required and full knowledge in building design codes like ABC, IBC, ACI and
etc.
· At least
three years’ experience in supervision and monitoring of building projects.
· Have motive
talent and qualification in positive changes in the relevant unit

ability to provide and conducted technical training to field engineers.
· Have the
ability to provide design software’s (SAP ETABS, SAFE, Excel) training to field
engineers.
· Have the
ability to prepare technical guidelines and specifications of infrastructural
sub-projects.
· Practical
experience in the technical survey of vertical structures especially buildings.
· Have the ability to fulfil the given tasks
and assignments rapidly and on time along with precision.
· Previous
record and experience in buildings design.
· Excellent
knowledge of MS Office especially Excel functions for automatic structural
designing calculations in Excel software.
· Practical
experience in Auto CAD Software to prepare designed drawings.
· Have the
ability to survey and design vertical structures
· Familiar
with survey equipment like (Theodolite, Level, and GPS) and design software’s
(SAP ETABS, SAFE, Excel).
· Must have
the ability to lead and manage structural design unit team.
· Identify
development necessity, performance planning, and feedback.
· Demonstrated
ability of training and building capacity.
· Proven
organizational, negotiation and problem-solving skills.
· Have the
verbal communication skills to communicate with a diverse client group.
· Have the
ability to be a good team player to build and maintain collaborative
relationships with colleagues.
· Fluency in
spoken and written English, Dari and Pashto
· Be able and
willing to travel to all provinces within Afghanistan.
